Can I get an earlier Global Entry appointment somewhere other than Eagle Pass?

Why do Global Entry slots at Eagle Pass Enrollment Center disappear so quickly?
Open slots at a given center are shared across every applicant watching the CBP scheduler, and cancellations are released continuously rather than on a schedule.
